Sachiko was enjoying a bath when she heard a voice echo from every direction. “The man turned boy.” She mused as she identified the speaker as the Segundo Espada. The message sounded important, requesting the attendance of all the Espeda and those below them. She pondered whether or not to attend before glancing down at her open palm, the number eight printed on it. A sigh escaped her lips before she stood up and stepped out of the bath, water dripping from her body as she reached for a towel to dry herself off.

Minutes passed and Sachiko was still far from ready. She sat in front of a mirror brushing her hair while staring at the reflection of her left eye. She found it disgusting how the eye was identical to a hollow’s and took a few moments to wrap bandages around the left side of her face to hide it. Shaking her head, Sachiko allowed her hair to cover as much of the bandaging as possible before getting dressed and departing for the meeting.

Letting the strong spiritual energy given off by those attending the meeting guide her, Sachiko arrived to see the door left wide open, a woman’s voice could be heard from within. She knew this woman as Avienne, the Tercera Espada, and waited for her to stop speaking before entering as to not add further rudeness to her being late. Seeing most people sitting, Sachiko made her way towards an open seat next to Rorek. She had not met the man personally but she heard about him, Peligroso’s pet project. She sat quietly in her seat without apologizing or giving an excuse as to why she was late.

Peligroso did little more than flick a glance Sachiko's way and return his gaze to the huge Bruta. Before Avienne spoke, they had been talking about whether using all their force to attack Seireitei was much of a good idea. The Odios, with their improvements might tip the battle in the favor of Las Noches, if they chose a direct assault. But the direct assault, as was rightly observed, had its problems. Everything else did.

"If we choose to weaken the defenses of the Shinigami, there is likelihood that they may discover a way to turn our interplanar travel against us. It's a speculation, but science is so vast. There are many fields I haven't explored, so many...." He trailed off, looking lost for a little time. Then it passed.

"Nice work, by the way, Avienne. Back to what I was saying, what are the chances of our succeeding with slow tactics? If we wear Seireitei away, are we not going to wear ourselves away as well? Shall we have a vote? Quick and decisive against careful and measured?"

Ortiga closed his eyes and offered a nod towards Sachiko as she entered, he would say more, such as ask where she had been for so many weeks. But instead, he continued to walk around the table, one hand held behind his back whilst the other pointed to the ceiling. "Whilst the army may suffer from exhaustion after a prolonged assault, at least the likelihood of our forces tripping at the first unexpected obstacle will not doom our assault to failure."

He made it to the other side of the table, stopping briefly beside the apelike Bruta, he closed his fingers into a fist, the index finger slightly bent outwards. With a couple of hard knocks, he tested the hardness of the Oidos' scaly battering ram arms, he smirked when his test confirmed that the engineered resurrecíon of the privaron was... "satisfactory. This could be used very effectively in siege warfare. I do not suggest that our attack go on for months, more that our campaign be made of many strikes, aimed at weakening the shinigami by starving them of resources. I vote against your tactics, Numero Dos."

"And I say aye. A concentrated assault, regardless of trips and falls, will take those black-robed dogs utterly by surprise. With the ensuing confusion of their number, and our knowledge of Seireitei gained through this underhanded spying mechanism of the Espada, making a strike right at the heart of the Gotei will be effortless. Once they have finally organised themselves into a force worth considering, the Tercera's brand of Oidos will allow us to gain an upper hand instantaneously, whilst the most powerful of us continue to cut away at Soul Society's head."

Sin Ruta did not enjoy speaking at length, especially not when the idea he discussed was not his own, but nevertheless that foolish regent had to be made to re-think what he was saying. The ancient espada crossed his arms (ignoring the arrival of yet another mortal, though this one he knew of, unlike the male specimen) and leaned back in his seat, considering his next words carefully. "Whilst cutting off their supply lines would certainly work, we must remember that unlike this New Imperio, the Gotei 13 are far larger an enemy, with deeper and stronger roots. Allowing them to witness our attacks for too long could lead to our undoing."

[OOC: Sorry, was waiting so long hadn't realized it was my turn. =D ]

Ggian looked on in wonderment as Avienne began her demonstration. She soon covered a few issues by which were cluttering Ggian's thoughts in moments. He was surprised to see the Brute of an Arrancar he had had the pleasure of witnessing transcend to his current state; Brutus.

Quickly and thoroughly the Odios were explained and he found them quite fascinating that he'd almost clapped aloud at the end of her monologue. It was only moments later that he peered curiously at another human entering the Great Hall, this one though he'd recognized from some time ago; what odd company the Espada kept.

"Quite the demonstration, I'm impressed, Avienne." Ggian praised bluntly, going quiet as the conversation took a few turns.

Suggestions flew around the table as to what tactic the Emperio should take against the Shinigami forces and it was agreed upon by Sin Ruta that Senior Peligroso's original suggestion- with the new knowledge of the Odios -that a Blitzkrieg strategy would serve the Arrancar forces best. Ggian crossed his arms and kicked one leg up over his knee, the vote seemed to be swinging in Peligroso's favor and as Ggian had already voiced his, he nodded idly in agreement.

Rorek watched as the hollow that the Tercera Espada came in and showed off its new upgrades. He smiled at the feats that the hollows of the Empire could perform, he was quite intrigued. Shortly after a female entered, she was practically human in most ways but still had the air of hollow around her. The female sat down next to him, so this was the Sachiko that Veneno thought was greatly stronger than himself. He smiled and continue listening to that war strategies that were being debated.

Peligroso made a point that he found valid, he heard word of Shinigami reaching Hueco Mundo on more than one occasion. But now he wanted a vote on what to do Quick and Decisive or Careful and Measured. So from his count there was two voted for Quick and Decisive and one for Careful and Measured. It would be great to see how the outcome would be, truthfully he could careless about their war but would back what ever Peligroso's decision and it wasn't completely to spite the Primera.

Peligroso frowned slightly. So far, the votes were in his favor, and against Ortiga's. Now, while he was all for having the immediate attack on Seireitei, he knew Ortiga was older than he was, and probably more experienced. But maybe Ortiga was slipping; he didn't know. Ortiga was supposed to be the Primera; it was his job to lead, sort of. Not like Peligroso minded the responsibility, rather he loved it. But Ortiga also liked being in command. His Primera's aloofness to command was a little unnerving.

But there was a job to be done, and he would do it. "Unless there are any problems with this, I believe we have concluded that Las Noches will attack swift and sure against Seireitei's walls. If there are any discomforts on the matter, let them be known now. Also, seeing that our foot-soldiers are about ready, what do we know of Seireitei's chain of command?"

Sitting quietly with her visible eye closed, Sachiko began to digest all that was spoken since she had arrived. It was clear that a war was to take place but how they were going to assault the shinigami was still up for debate. She slowly opened her eye after considering the options presented and stared at Peligroso. “Quick and decisive.” She nodded. “That does sound like a wonderful strategy, if this were some petty human war. However, since this is not a war among man I’m more inclined to agree with Ortiga. It would be a shame if a well placed bankai were to annihilate your entire army.”

She found the thought of such an outcome unusually amusing. There was no doubt in her mind that a high ranking shinigami could single handedly destroy the entire arrancar army if no espada were around to protect it, perhaps even if there were. Her opinion was voiced but it mattered little, it seemed she was the only one supporting Ortiga’s plan.

Ah the mortal (or should that be... immortal? The girl had a different air about her since last they met, she was more than merely a gifted human now) sided with the Regent. At least, considered Sin Ruta, that would act as something to cushion Ortiga's pride a little, to know he was not completely without allies. Nevertheless, the votes had been cast with a difference of one between Don Peligroso and the Regent Ortiga. Thank the great and benevolent spirit of the Emperor that the Regent's brat was not present, or they would have been surely stuck at a stalemate. Sin crossed his arms.

As for the organisation of Seireitei, the ancient Espada had much to say on that matter. Having fought against them in the past, he knew more than most of the arrancar in the room. "They are organised into thirteen groups, each squad of shinigami specialising in a different area. As far as I can remember, their first, fourth, ninth, tenth and twelfth divisions are primarily non-combat orientated. If we want to disrupt their communications and intelligence networks, then we must eliminate those five divisions first."

Sin leaned forwards in his seat, holding his hands together and pressing them against the surface of the table. Though he was blind, he nevertheless turned his head about as if looking at the assembled arrancar. "What confounds this plan, however, is that their first squad is their central command. The leader of those is the captain-commander of all the shinigami. He will be a most difficult foe to slay."

One by one, they sided with Peligroso, or at least, the ones that did not matter did. The former Primera, jealous of Ortiga's holding of his old position, voted for Peligroso's plan, and the decision of Rorek was not unexpected either. Sachiko sided with her benefactor within this white city, which helped to level out the votes somewhat. Ggian and Avienne kept their mouths shut, they knew better than to prolong the disagreement.

Following that, the discussion turned to the main plan, how would they conduct this lightning-fast attack? Surely taking out the head would be the most logical plan, but what Sachiko said was true, the captains of the Gotei 13 were far more numerous than the Espada. If they had the misfortune of fighting all 13 captains at once, the bloodshed would surely fall in the shinigami's favour.

For once, however, Sin made a good suggestion, take out their less combat-based divisions, the support structures that kept them in contact with one another and all healthy. The matter of the captain commander was a small one. Ortiga waved his hand before his face as if to turn the mass of smoke that was Sin's concern into naught. "The strength levels of their captains are of no matter, we have a mole within their walls. If you would allow us to wait a little while, Peligroso, before beginning our attack, then we should be able to gather enough information on them all to make decisive strikes towards the weak underbellies of each of them. If that proves difficult, then we can simply force them to spread themselves too thin, no?"

Ggian sat quietly at the table as the debate droned on. His mind thought on things placidly, they couldn't go into planning a war strategy with out a sound state of mind. So since the opening strategy had been decided, Ggian sat by idly to listen to the wise words of his fellow council.

Ggian's brow perked curiously when their guest, Sin Ruta spoke, his experience was no doubt most welcome at this meeting. Ggian had known just a little about the Gotei 13's militaristic structure, but when Sin mouthed out the 5 ancillary divisions, Ggian saw that that would be a wise tactic to cripple their enemy immensely. He pondered the the words of Ortiga thoughtfully, he was indeed a logical thinker and deserving of his title. Ggian tarried a moment before voicing his theory.

"The Gotei's Captains are quite powerful, this is true, and indeed we have a spy amidst their ranks, but caution is always a must. They have secrets that I'm sure they don't share even amongst themselves. They are cynical beings after all as we could likely agree." said Ggian modestly locking his hands together in front of him, "It would be Ostentatious of us to go in and decimate their Central Command Division. Dealing with their medical response Division should be our first course of action.

Rorek sat there listening to the others as they spoke of the strength of the Gotei Thirteen. Their points were valid and he had seen first hand of their power against the Arrancar before when they brought their battle to the earthly plane. They had yet to come to a sound decision on their plans, but all this annoying planning was necessary, the Shinigami had them out numbered, then and not much changed since from his knowledge.

Now the blind Arrancar seemed to know of the inner workings of the shinigami and the primera had a mole in their system. All of these made the plan fall more in their favor and he agreed with taking down their support system to leave the others vulnerable and in a chaotic state.

Though the plan was good it didn't mean that taking out these non combat squads would be easy, after all all squads had gifted captains to run them and to underestimate them wouldn't be wise.;t

"Are we missing something a little small here? If we all homed in on one spot, we'll have the Shinigami crawling all over us in no time, and though we may still achieve something, we'll only take out one Division. After all, as I assume we all know, numbers are not exactly on our side..."

Avienne walked back to her seat, waving Bruta away. His presence was no longer necessary to this meeting. She sat and crossed her legs, while clasping her fingers together. Her gaze was on the table a moment, then it rose to search the faces of the others present.

"I suggest a decoy attack. The strongest of us, as senor Ruta stated earlier, will strike at Soul Society's head, first. Of course, all Shinigami will be called upon to protect their Central Command. While everyone is busy, a special unit of Odios, headed by another powerful individual, will strike at the medical and communications Divisions, so as to break the flow of information as well as relief."

She shrugged indifferently. "Then we leave. We're just trying to pass across a message, not obliterate them, si?"

This was weird, talking about military strategies like that. Perhaps she was finally devolving into the base material all Hollows were made of. She sighed and hid the discomfort behind a placid mask. Perhaps it couldn't be helped.

Concerning the question at hand, Sachiko was first to answer. While Peligroso didn’t like to believe that she was right in saying only one bankai could wipe out the entire army, he had to admit that she made quite a lot of sense in the fact that the number of Shinigami who had bankai was most certainly more than the number of Arrancar who could fight them. Well, caution would have to be the White Citadel’s watchword. If a crafty means could be decided on, war could be won without numbers. Ruta and Ortiga seemed to proffer a possible direction to that. Peligroso smiled quietly as the war council deliberations began to point in a more sensible direction. Even Avienne seemed willing to throw in her own ideas on military strategy. Surprising. He had thought she was into stitching things only.

”Definitely, Ortiga, we’ll wait. We’ll wait long enough for our actions to be very costly towards Seireitei. But in as much as hitting these non-combat oriented Divisions sounds logically good, how will we prevent a counterattack? The Shinigami know their way to Hueco Mundo, and if we tried anything without cleaning up well, they’ll be here in numbers that would shame Agamemnon’s troops crossing the Aegean,” he said, netting his fingers together. ”When we strike the medical and communication centers, what next?” The young Segundo paused for a while, then continued, a strange light in his eyes.

”But of course, our efforts will make more sense if we could have them follow us, have them walk into a trap, from which they cannot escape or be aided. Fighting in one’s land holds an amazing amount of possibilities.”

Sachiko paid full attention as each person, with the exception of Rorek, spoke their mind on the matter. Striking the weaker squads was a sound plan. Kill the weak and you have less to worry about, leave them alive and they team up with the strong. She gave a slight nod in approval, not that she thought her opinion mattered too much. She was still human after all. ”I agree with Avienne. A diversion could do you well. Its risky though, with how few in number you are compared to the shinigami, is it worth it? You don’t want to be the ones spread too thin, especially if it means giving up someone of substantial strength to be the bait.” She began to subconsciously tap her pointer finger on the table as she thought more on the subject of squads. ”Sin, do you know which squads in particular you all should be cautious of? She glanced over at the blind arrancer. "Hmm. I suppose more importantly, how many swords do we know about? You could throw something together to try and counteract the more problematic ones. Even a weak shinigami could become a nuisance depending on the power of its blade. They're like pawns in a game of chess, unfortunately with a brief utterance and release of their sword they can transform into any other piece."
